At the Pulse Internet Measurement Forum (PIMF) during APRICOT 2025, Anand Raje, CTO of the India Internet Foundation (IIFON), presented a comprehensive overview of India’s efforts to build an indigenous Internet measurement ecosystem through the AIORI Internet Measurement Network (AIORI-IMN).
The session highlighted the strategic need for a nationally rooted measurement framework capable of supporting both operational monitoring and standards development. AIORI-IMN is a layered, modular, and interoperable platform designed to support end-to-end measurement tasks such as latency testing, protocol analysis, and standards-based evaluations. The architecture emphasizes extensibility, allowing new measurement tools to be integrated seamlessly.
The system includes over 100 anchor nodes deployed across India, along with an Anycast private cloud testbed spanning five cities. This infrastructure supports measurements from user endpoints and regional interconnection points, enabling more accurate insight into local Internet performance and resilience.
In addition to technical capabilities, the platform serves as a reference for academic research, engineering education, and Internet standards development. It has already supported workshops, hackathons, and prototype testing across India’s East, West, North, South, and Northeast zones.
The presentation reflected a growing recognition that locally governed and openly accessible measurement platforms are essential for a resilient, inclusive, and standards-aligned Internet. India’s approach through AIORI-IMN offers a model that other regions may look to as they seek to develop their own measurement capabilities.
